Milwaukee's curfew for people under 17 --  enacted in 1943 but long-dormant -- is being actively enforced by Milwaukee police, opening up parents to the threat of fines. According to John A. Birdsall, the curfew's dated wording and ambiguous first amendment exemptions also expose the city and its police department to the threat of lawsuits.
